INTRODUCTION

Education Policy in Catholic Education Diocese of Wollongong (CEDoW) is developed to support the implementation of consistent and comprehensive practices to guide quality Catholic learning and teaching in Diocesan schools.

Education Policy is developed within the context of documents and frameworks. These include:

CONTEXT

Ensuring the availability of quality learning resources and equipment is critical to the provision of quality learning and teaching and the improvement of student learning outcomes. Effective management and stewardship of these learning resources will mostly occur in a school designated library area. This provides a physical and virtual learning space where inquiry, thinking, imagination, discovery and creativity can be fostered to ensure students’ personal, social and cultural growth. 

This Policy has been developed to ensure that schools and teachers meet their compliance requirements with the  the Catholic Education, Diocese of Wollongong (CEDoW), the New South Wales Education Standards Authority (NESA) and the Australian Education Act 2013.

1.0   RESOURCES FOR LEARNING AND TEACHING

sCHOOLS MUST:
1.1

ensure that resources and equipment are identified and made available to address the outcomes of NESA syllabuses for each KLA (K-6) or each Course (7-12)

1.2

ensure resources and equipment are identified and made available to support learning in both the classroom and the designated library area

1.3

ensure there is a list of resources and equipment for each key learning area (K-6) or each Course (7-12) as part of the school’s educational program which is maintained for each year of the current registration period

1.4

ensure that a range of resources and equipment are available on a shared basis to support and enhance the delivery of differentiated learning and teaching

1.5

ensure there is provision of reference, fiction, non-fiction multimodal texts in print and/or online

1.6

provide a dynamic designated library area to locate and manage resources and equipment to ensure equitable access 

1.7

develop and implement school-based procedures to ensure the designated library area is a safe and supportive environment for staff and students

1.8

ensure that the designated library area is inclusive of a range of current technologies, resources and equipment to support equitable access 

1.9

develop and implement a school-based procedure for the explicit teaching of Information Literacy Skills

       
TEACHERS MUST:
1.10

document in learning and teaching programs the specific resources and equipment (including technologies) used to address syllabus outcomes

1.11

utilise a range of resources and equipment to support the delivery of differentiated learning and teaching experiences

1.12

access the designated library area to support the development of Information Literacy skills and enhance learning and teaching

       

2.0   STEWARDSHIP AND MANAGEMENT OF RESOURCES AND EQUIPMENT

sCHOOLS MUST:
2.1

develop and implement a school-based procedure for the management of resources and equipment that are located within the school to ensure the stewardship of all resources

2.2 ensure that staff are designated with responsibility for the allocation, maintenance and monitoring of all school resources and equipment
2.3

develop and implement a school-based procedure for the borrowing of resources located in the designated library area to ensure the stewardship of all resources

2.4

identify and appoint staff to manage the designated library area and resources

2.5

ensure that appointed staff are trained in:

ensure that appointed staff (7-12) participate in the Secondary Leading Learning Network: Teacher Librarians

ensure that appointed staff participate in Diocesan specified professional learning as requested in relation to Oliver Library Management System updates 

2.9 

provide induction for casual and volunteer staff in the designated library area to ensure the security of resources and equipment and privacy of borrower records

2.10 

ensure there is appropriate communication to parents/carers regarding the use and management of resources and equipment 

2.11

provide ongoing advice to teachers in relation to their responsibilities under the Copyright Act 1968

2.12

develop and implement a school-based procedure for the acquisition of learning resources and equipment which includes the:

  2.12.1 allocation of a budget
  2.12.2

collaborative identification of resource needs between teachers and appointed staff

  2.12.3

process for approval of resources including Overdrive digital resources

  2.12.4

completion of purchase orders

  2.12.5 processing of donated resources
  2.12.6 identification of resources as the property of the school
  2.12.7

recording in the relevant school asset register or Oliver Library Management System

adhere to the Diocesan Learning Resource Management Procedure

2.14

adhere to the Diocesan Learning Resource Circulation Procedure 

2.15

 adhere to the Diocesan Learning Resource Stocktake Procedure

2.16

adhere to the Diocesan Learning Resource Disposal Procedure

2.17

adhere to the Diocesan Learning Resource Weeding Procedure

2.18

develop and implement a school-based procedure for the monitoring, notification and recovery of overdue resources

Implementation

LEARNING RESOURCE MANAGEMENT POLICY IMPLEMENTATION PLAN

POLICY RELEASE

  • The Learning Resource Management Policy will be released to Principals at the Principals’ Business Meetings in Term 1
    • Dates: Primary 19 March 2018, Primary 20 March 2018, Secondary 21 March 2018.
    • Personnel will consist of Principals and CEDoW staff (including Senior Professional Officer: Education Policy, CEDoW Information Communication Learning Technologies Team Representatives, Members of the CEDoW Leadership Team and the Senior Leaders Group).
  • This will be followed by regional Policy Workshops for school representatives in Term 2 2018
    • Personnel will consist of key CEDoW staff (including Senior Professional Officer: Education Policy and Information Communication and Learning Technologies Team Representatives); Principal (or Delegate); Staff with responsibility for managing resources (at least one per school); and Project Team members.
    • These Policy Workshops will include a session which ‘unpacks’ the Policy and where Principals (or delegate) and school representatives can conduct a self-assessment of their school’s readiness to implement all aspects of the Policy expectations.
    • The remainder of the Workshop will be for the staff with responsibility for the managing resources to undertake support and training in the learning and technical aspects of the Policy.
    • Workshops (K-12) will be held:
      • St Joseph’s Catholic High School, Albion Park, 9 May 2018
      • St Benedict’s Catholic College, Oran Park, 10 May 2018.
    • Casual relief funding is available for 1 (one) representative from each school to attend the Policy workshop.
  • Ongoing Policy Communication will be the responsibility of the school Principal (or delegate) and where appropriate in collaboration with the CEDoW personnel.

POLICY IMPLEMENTATION

  • Schools will be expected to be working towards the full implementation of the Learning Resources Management Policy and relevant Procedures specified in the Policy during the remainder of 2018.
  • Full implementation of all Expectations for Schools, Appointed Staff and Staff that are outlined in the Learning Resource Management Policy will be expected by 1 February 2019.
  • Full utilisation of all Procedures specified in the Learning Resource Management Policy will be expected by 1 February 2019.
  • Any school that determines they will not be able to implement all expectations by the 1 February 2019 must contact the Senior Professional Officer: Education Policy
  • Schools’ compliance to the Policy expectations will occur through the Diocesan Compliance processes.
  • Additional Compliance processes may be utilised if there are concerns raised about the quality of learning resource management practices at the School, Diocesan, State or Commonwealth levels.

POLICY MONITORING

  • Personnel in CEDoW Information Communication and Learning Technologies Team are responsible for providing advice to the Senior Professional Officer: Education Policy of any changes to compliance requirements.  These requirements include those determined by Catholic Education Diocese of Wollongong, New South wales Education Standards Authority (NESA) or any changes to Australian or State government legislation that impacts on the Expectations of the Policy or Procedures. 
  • It is acknowledged that this Policy will be closely monitored and may be amended when there are changes to the Oliver Library Management System and as schools increase their use of virtual and electronic resources.
  • A formal review process of the Learning Resource Management Policy and Procedures will be conducted in December 2020.

POLICY PUBLICATION

  • The Learning Resource Management Policy and Procedures will be published on the CEDoW website under Education Policy.  The Senior Professional Officer: Education Policy will be responsible for ensuring the Policy’s version currency and accuracy.
  • Schools should contact the Senior Professional Officer: Education Policy for any clarifications regarding Policy and Procedures.
  • Schools should contact the CEDoW Library Specialist in the Information, Communication and Learning Technologies Team for support in the implementation of any aspects of the Policy.
